Rams DC Williams Met with NFL to Discuss ‘Bounty’ System

NEW YORK — Former New Orleans Saints defensive coordinator Gregg Williams, the central figure in a pay-for-performance “bounty” scandal, met with NFL security Monday after reports emerged this weekend about him being involved in similar practices when he coached in Washington and Buffalo, according to a league source.

‘Bounty’ litigation could be tricky

For all the talk of litigation, both criminal and civil, legal action might be a reach, according to Tulane Law professor Gabe Feldman. Proving that players actually tried to hurt opponents in the course of a game when big hits are the norm could derail a criminal conviction or civil award, but that doesn’t mean someone won’t file charges or lawsuits, said Feldman, Director of the Tulane University Sports Law program.

When Williams acknowledged he was a participant in the “pay for performance” program and declined to stop it even though he knew it was wrong, he cracked the door open for potential lawsuits, Feldman said.

“Williams’ admission would certainly make it easier for a plaintiff to bring a civil case against him, because the plaintiff would not have to prove the existence of the pay-for-play scheme,” Feldman said via email. Feldman highlighted some difficult obstacles that remain:

- Can the plaintiffs convince a court to interfere with the internal governance of the NFL?

- Can the plaintiffs convince a jury that pay-for-play hits are not part of the game (and thus could give rise to liability because the players did not consent to them)?

- Can the plaintiffs convince a jury that the players actually acted differently (hit harder, tried to injure, and so forth) because of the pay-for-play plan?

- Will a jury be able to distinguish between injuries that were caused by pay-for-play hits and those that were just part of the game?

The meeting was not held at league headquarters in Manhattan and did not include Commissioner Roger Goodell or any non-security league employees.

After the league issued a report regarding its finding in the player-funded program in which monetary rewards were provided for knocking opposing players out of games and having players carted off, Williams admitted to his role while also apologizing to Saints officials and the organization. Published reports then surfaced including quotes from former players claiming that similar “bounty” programs were in place when Williams coached in Buffalo and Washington, spurring the league’s summoning of Williams to New York.

Williams left the Saints after the 2011 season to join the Rams as their defensive coordinator. Now, he could be in serious trouble, with speculation that he could face a lengthy suspension and fines — if not worse.

A league source said that while Williams is the central figure in this case, the Bills, Titans and Redskins are not being investigated. However, the Saints are very much in the crosshairs of discipline from Goodell. An initial investigation was thwarted by coach Sean Payton, general manager Mickey Loomis, Williams and players, only to be re-opened when new evidence surfaced, showing that this practice involved up to 27 players and was in place from 2009 to 2011.

The stonewalling of the original investigation will also impact punishment of the Saints, as will other patterns of behavior that one league official termed as “arrogance.” The Saints could have draft picks taken away and fines levied, while suspensions for Payton and Loomis could be in order. Discipline will be harsh.

Goodell is expected to penalize those involved before the league meetings in Florida in late March.

A league official also said that players will not be absolved of punishment, especially because, in New Orleans, the money that went into the “bounty” pool mainly came from the pocketbooks of players. The NFL is not pleased with the players — ranging from 22 to 27 over a three-year period — and will treat them accordingly.

Saints owner Tom Benson also is in position to discipline Payton and Loomis. The league found that Payton knew of the bounty program but did not act to stop it. According to the NFL’s report, Benson told Loomis that if a pay-for-performance program was in place, he needed to end it, only to have that request dismissed by Loomis.

Other than a statement from Benson acknowledging the league’s report and saying the Saints would cooperate, the team, Payton and Loomis have been quiet about the situation.

The Rams also declined to comment on Williams’ status with the team, saying they would prefer to wait until Goodell decides on disciplinary measures. Should Williams be suspended, the Rams could have assistant head coach Dave McGinnis or secondary coach Chuck Cecil take over as defensive coordinator.

McGinnis served as defensive coordinator with Arizona before taking over as head coach from 2000 to 2003. Cecil was the defensive coordinator for the Titans under coach Jeff Fisher from 2009 to 2010.

It’s widely believed that the Colts will pick a quarterback with the first selection in the 2012 draft. It’s also widely believed that the Rams will then auction the ability to take the next quarterback with the second selection in the 2012 draft to the highest bidder.

Adam Schefter of ESPN reported earlier today that multiple teams already have had preliminary discussions with the Rams, that the Rams are willing to trade the pick, and that the Rams likely will end up doing so.

The team that makes the most sense is the Browns, given that they hold the fourth overall pick and the 22nd pick, which they acquired as part of the Julio Jones trade. And coach Pat Shurmur left the door open to a possible trade up, telling reporters that the team would not “be hesitant at all” to make a move.

“You evaluate everything,” Shurmur said, according to the News-Journal. “I wouldn’t say we’re hesitant to do anything. We’re excited about the fact that we’re going to make our team better with this draft. That’s the way we approach it. We’re not hesitant at all.

“We can just stand pat and take two really fine players, guys that we would hope to be starters for us. Having two first-round picks, you have flexibility if you want to do something.”

Yep. They’re gonna try to trade up. Or, as offensive coordinator Brad Childress would say, the idea of trading up isn’t a programmatic non-fit.

Earlier today, we pointed out that, once Friday’s coin flips lock in the 2012 draft order, the Colts may sign Andrew Luck, or any other player whom they’d like to make the first overall pick in the draft. Unlike past years, the presence of a true rookie wage scale with little room to maneuver and few topics about which to negotiate, it’s far more likely that a contract will be signed before the draft begins.

And given the ease with which first-round picks can now be negotiated, some of you have expressed concern regarding the ability of the Rams at No. 2 and then the Vikings at No. 3 and then the Browns at No. 4, and so on, to sign their first-round picks and make the first night of the draft less meaningful.

Fear not. NFL spokesman Greg Aiello tells PFT that only the team holding the first overall pick may strike a deal in advance of the draft.

So if (when) the Colts ink Luck, the Rams (or the team to which the Rams trade the second pick for the ability to take Robert Griffin III) will have to sit tight until the first night of the draft.

With George Paton staying in Minnesota, the Rams now have one finalist for the position of G.M. And they’re trying to close the deal.

Jim Thomas of St. Louis Post-Dispatch reports that the Rams are “entering contract talks” with Falcons director of player personnel Les Snead.

Thomas previously reported that Paton and Snead were the two finalists for the position.

It’s widely believed that the G.M. will be essentially working for coach Jeff Fisher, with Fisher having final say over the roster and all other football-related moves.

Fisher Chooses to Coach Rams Over Dolphins

The St. Louis Rams have agreed to terms with Jeff Fisher to be their next head coach, a league source told NFL Network’s Michael Lombardi on Friday.

The team later confirmed that it is finalizing a deal to hire the 53-year-old Fisher.

Fisher had been the most prominent candidate connected to any of the current head-coaching vacancies, interviewing with both the St. Louis Rams and Miami Dolphins. Most recently, NFL Network had reported that Fisher was close to joining the Dolphins. Previously, NFL Network insider Jason La Canfora had reported that St. Louis was likely to hire Fisher, but later reported that compensation had been an issue between Fisher and the Rams, with Fisher wanting about $ 7 million per season.

He interviewed twice with the Rams, once in Denver with owner Stan Kroenke and again in St. Louis when he toured facilities and met with quarterback Sam Bradford.

“The process has been lengthy, but for good reasons,” Fisher told the St. Louis Post-Dispatch on Friday. “I took a lot of time looking at and exploring in detail the non-economic issues of both clubs.”

“I’m really excited that the Rams are the best fit for me,” Fisher told the Post-Dispatch. “I hope I’m the best fit for the Rams, and am looking forward to finalizing the (contract) details and coming to work.”

A Dolphins source told NFL.com’s Jeff Darlington following Fisher’s decision to go to St. Louis that he never asked for complete control over the Dolphins. According to the source, Fisher expressed during the interview that he wanted a mutual decision-making process with general manager Jeff Ireland, which is what the Dolphins also planned to institute.

St. Louis’ offer might have trumped Miami’s for several reasons. The Rams have former No. 1 overall pick Sam Bradford at quarterback, the No. 2 overall pick in this year’s draft and a favorable salary-cap situation. In addition, chief operating officer Kevin Demoff is the son of Fisher’s agent, Marvin Demoff.

At least two Rams players had positive things to say about the move Friday.

“I’m pumped,” fullback Britt Miller told The Associated Press.

Receiver Brandon Lloyd, who will become an unrestricted free agent this offseason, told NFL Network that Fisher “brings a lot of stability and I think that’s what the players are really crying for.”

Fisher spent 17 years as the head coach of the Houston Oilers/Tennessee Titans, compiling a 142-120 record. He has a 5-6 record in the postseason, taking the Titans to Super Bowl XXXIV in 1999, which the team ultimately lost to the St. Louis Rams.

Fisher also spent a season with the Rams as defensive coordinator in 1991, when the franchise was based in Los Angeles.

He stepped down from his position with the Titans a year ago as the league’s longest-tenured coach, saying he needed a break, and sat out the 2011 season.

The Rams fired coach Steve Spagnuolo and general manager Billy Devaney after the regular season ended. The Rams sputtered to a 2-14 finish in Spagnuolo’s third season in charge. He left St. Louis with a 10-38 record.

The Dolphins will now likely turn to one of the other candidates mentioned in connection with their vacancy, including interim coach Todd Bowles, Cincinnati Bengals defensive coordinator Mike Zimmer, Green Bay Packers offensive coordinator Joe Philbin and Chicago Bears special teams coordinator Dave Toub. Bowles has also been mentioned as a candidate for the Oakland Raiders’ head-coaching job.

The Dolphins already have an interview lined up for Saturday, a team source told Darlington, but the source would not reveal the name of the candidate. It is not a “big name” in the category of guys like Jon Gruden or Bill Cowher.

Well, here’s an unexpected development in the Rams head coaching search. They are interviewing someone else other than Jeff Fisher.

The Rams will interview Broncos defensive coordinator Dennis Allen for their head coaching job on Thursday, according to Jim Thomas of the St. Louis Post-Dispatch.

Fisher is expected to decide between the Rams and Dolphins this week. The Dolphins have started interviewing candidates again while they wait for Fisher, and it appears the Rams are doing the same.

Perhaps it’s a way to pressure Fisher to make a decision. Maybe it’s a sign the Rams are worried that Fisher won’t say yes to their offer.

More likely it’s just the Rams covering their bases. Cardinals defensive coordinator Ray Horton is the only other known name that the Rams have met with about their top job.

    Kroenke doesn’t want to admit he made a mistake with McDaniels as O-coordinator.

    So McDaniels makes a deal with Kroenke: I’ll leave on my own without you firing me IF you interview Denver’s D-coordinator Allen.

    McDaniels made Kroenke interview Allen to mess up Denver’s preparation for Tom Brady and McDaniels’ offense in NE.

    This makes McDaniels look good again.

    I’m just jk-ing but this would be funny if it were true!

    I hear that it’s possible from a source close to the situation that Fisher thinks maybe McKenzie will fire Jackson and then Fisher will be able to wear black like he did with the Bears when he worked for Buddy Ryan while Rex was a kid so I think he’s going to the Eagles to be DC there again…

    I don’t know that Dennis Allen is qualified to be a HC. Seems like the Rams are trying to interview anyone just to put pressure on Fisher. Allen is the only they could get.

Next year will be Chris Long’s fifth season with the St. Louis Rams. The defensive end will play for his fourth coach in a seemingly endless cycle of futility.

Having survived Scott Linehan, Jim Haslett and Steve Spagnuolo, who knows what’s next? This time around, the Rams also are shopping for a general manager.

Spagnuolo and general manager Billy Devaney were both fired Monday, one day after the Rams wrapped up a 2-14 record that tied for the NFL’s worst.

“It’s amazing how easily it all could have gone the other way, and this would be a totally different meeting at the end of the year,” Long said. “And maybe we are still playing. It’s a fine line between being good and bad in the NFL, and we’ve learned that over the past couple of years here.”

The Rams made a six-win improvement last season and played for the NFC West title in the season finale, but were just 10-38 overall in three seasons with Spagnuolo and Devaney calling the shots. Devaney joined the front office in 2008, but the Rams were 12-52 in his four years as GM.

Players said Spagnuolo took the high road in a meeting Monday morning.

“Coach addressed the team this morning to let us know that he was terminated, and he was sorry, especially for the guys that have been here the entire three years he was coach, that he didn’t get the job done,” running back Steven Jackson said. “He took full responsibility.”

Devaney offered thanks to the Rams and their fans in a statement posted on the team’s official site.

“I want to thank so many people for my time here in St. Louis,” Devaney said. “While certainly disappointed in our record, I wouldn’t trade that time for anything. This is truly a special place.”

Names of potential replacements for Spagnuolo began to surface weeks ago as the season unraveled. NFL Network insider Jason La Canfora reported that former Tennessee Titans coach Jeff Fisher is a leading candidate and someone the Rams would like to pair with a young general manager.
